Walk onto almost any construction site and the first thing you will see is a PPE sign. Hard hat, hi-vis, safety boots — mandatory on this site. And those things matter. But the prominence of PPE in construction safety culture has created a problem: many sites treat it as the primary control measure rather than the last resort it is supposed to be.
When something goes wrong and someone gets hurt, the first question is often “were they wearing their PPE?” That is the wrong question. The right question is: “why was PPE the only thing standing between that person and injury?”
What the hierarchy of control actually says
The hierarchy of control has been a cornerstone of risk management for decades, and it is embedded in UK law through the Management of Health and Safety at Work Regulations 1999. It runs from most effective to least effective:
1. Elimination — remove the hazard entirely
2. Substitution — replace it with something less hazardous
3. Engineering controls — isolate people from the hazard physically
4. Administrative controls — change how people work
5. PPE — protect the individual from residual risk
PPE sits at the bottom of the hierarchy deliberately. It does nothing to reduce the hazard — it only reduces the consequences if something goes wrong. A worker wearing a hard hat who is struck by falling materials is better off than one without, but the question that should have been asked first is: why is there falling material risk at all, and what can be done to prevent it?
Where PPE becomes a crutch
The over-reliance on PPE is understandable — it is visible, it is cheap relative to engineering solutions, and it gives the impression of action. Putting up a PPE sign and issuing gloves is faster and easier than redesigning a process or investing in guarding. The problem is that PPE fails in ways that other controls do not. It relies entirely on human behaviour — the worker must wear it, wear it correctly, and wear it consistently. It degrades over time, particularly in the harsh environments common on construction sites. It can create a false sense of security that discourages more fundamental risk reduction. And it protects only the person wearing it, not anyone else in the vicinity.
Common examples of PPE being used as a substitute for proper controls:
– Issuing RPE (respiratory protective equipment) for dusty activities instead of using wet cutting methods, on-tool extraction, or water suppression
– Mandating gloves for all manual tasks instead of assessing which tasks genuinely create hand injury risk and redesigning those where possible
– Requiring ear defenders across the whole site rather than controlling noise at source and creating quiet zones
– Issuing high-visibility clothing as a substitute for proper pedestrian and plant segregation
None of these are arguments against PPE. They are arguments for using it in its correct place — as protection against residual risk once higher-level controls have been applied, not instead of them.
Selecting the right PPE
When PPE is the right control — and it often is, as part of a layered approach — selection matters. Generic PPE chosen because it is cheap or because “everyone uses this” is not good enough.
The selection process should be based on the specific hazard and the level of protection required. For hand protection, for example, the risks of cuts, abrasion, chemical exposure, vibration, and heat all require different glove types — a single style of glove will not address all of them adequately. For respiratory protection, the type of hazard (dust, fume, vapour), the concentration, and the duration of exposure all determine which standard of RPE is appropriate.
The PPE Regulations 1992 require employers to ensure that PPE is appropriate for the risk, fits the wearer correctly, and is maintained in an efficient state. Fit is frequently overlooked — PPE that does not fit properly provides significantly reduced protection and is less likely to be worn consistently.
Maintenance and replacement
PPE has a working life. Helmets degrade from UV exposure and impact — a hard hat that has never taken a visible blow may still need replacing if it is several years old or has been stored in direct sunlight. Safety boots wear at the sole and toe cap. Gloves develop holes and tears. RPE filters have defined service lives and must be replaced on schedule.
On many sites, worn and damaged PPE stays in use because replacement requires a purchase order and nobody wants to be seen as wasteful. This is a false economy. The cost of replacement PPE is negligible compared to the cost of an injury — and a worn hard hat that fails to protect is worse than no hard hat, because it creates an illusion of protection.
The culture question
Ultimately, the relationship between a site and its PPE reflects something broader about safety culture. Sites where PPE compliance is enforced through threat and discipline, without ever asking whether it is the right control in the first place, will always struggle. People will wear PPE when they are being watched and remove it when they are not.
Sites where the conversation about risk is genuine — where workers are asked what they think the right controls are, where the hierarchy of control is actually applied before PPE is specified, and where PPE is chosen properly and maintained well — will see much higher and more consistent use, because people understand why it matters and trust that it has been selected to genuinely protect them.
PPE is not the problem. Treating it as the answer when it should be the last resort is.
